IT was Ordered by His Majeſty in Council, That an Order this day read and approved at the Board, for Diſpenſing for ſome time with certain Clauſes of ſeveral Acts concerning Trade, Shipping and Navigation, be forth­with Printed and Publiſhed.

HIs Majeſty, by and with the Advice of His Privy Council, is pleaſed to Declare and Order, That an Act of Parliament made in the Parliament begun at Weſtminſter the Five and twentieth day of April in the Twelfth year of2 His Majeſties Reign, and confirmed by the Parliament begun at Weſtminſter the eighth day of May, in the Thirteenth year of His Majeſties Reign, intituled, [An Act for encou­raging and encreaſing of Shipping and Navigation] and all the proceedings therein or thereby di­rected, Be totally ſuſpended in all the matters and things therein contained, concerning, or relating to any Ships or Veſſels, their Ma­ſters or Mariners, their Guns, Furniture, Tackle, Ammunition and Apparel, or to any Goods or Commodities imported, or exported to, or from Norway, or the Baltique Sea.

And His Majeſty doth further Order, That the ſaid Act, and all the proceedings therein, or thereby directed, be totally ſuſpended in all the matters and things therein contained, con­cerning or relating to any Ships, or Veſſels, their Maſters or Mariners, their Guns, Fur­niture, Tackle, Ammunition and Apparel, or to any Goods or Commodities imported or ex­ported to, or from any parts of Germany, Flan­ders or France, whereof the Merchants and Owners ſhall be His Majeſties natural born Subjects.

And His Majeſty is graciouſly pleaſed to declare and grant, That not only His Ma­jeſties natural born Subjects, but all Mer­chants of any Nation in Amity with His Ma­jeſty, may import from any parts whatſoever, Hemp, Pitch, Tar, Maſts, Saltpeter, and Copper; and upon importation thereof ſhall be liable to pay only ſuch Duties, as by the Act of Ton­nage and Poundage are impoſed upon His Majeſties natural born Subjects, and no o­ther; Any thing in the ſaid Act to the con­trary notwithſtanding.

3And His Majeſty doth further Order, that notwithſtanding the ſaid Act for Encouraging and encreaſing of Shipping and Navigation, and one other Act made in the ſaid Parliament be­gun at Weſtminſter the eighth day of May in the thirteenth year of His Majeſties Reign, inti­tuled [An Act for the Encouragement of Trade] or either of them, or any Clauſe or Clauſes in them, or either of them to the contrary, It ſhall and may be lawful for any Engliſh Merchants, and they are hereby authoriſed, freely and without interruption, to make uſe of, and em­ploy any Foreign Ships or Veſſels whatſo­ever, Navigated by Mariners or Seamen of any Nation in Amity with His Majeſty, for importing or exporting of Goods and Commo­dities, to or from any Port in England, Ireland, or Wales, to or from any of His Majeſties Plantations.

Provided, That no Goods or Commodities whatſoever, be by them imported into any of His Majeſties ſaid Plantations, but what ſhall be without fraud, Laden and Shipped in England, Ireland or Wales, and thence directly carried, and from no other place to His Maje­ſties ſaid Plantations.

Provided alſo, That ſuch Goods and Com­modities as ſhall be by them laden or taken on Board at His Majeſties ſaid Plantations, or any of them, be brought directly from thence to ſome of His Majeſties ſaid Ports in England, Ireland or Wales. And all Governors, and Offi­cers of the Cuſtoms are hereby charged and required, ſtrictly to obſerve all Rules, Dire­ctions and Orders for taking of Bonds or o­ther Securities, and exacting all Forfeitures,2〈1 page duplicate〉3〈1 page duplicate〉4and Penalties by the ſaid Acts or either of them required or enjoyned: ſave only in the Two Clauſes concerning Engliſh Ships or Engliſh Mariners herein before diſpenſed with.

And laſtly, His Majeſty doth declare, That this ſhall continue and be in force during His Majeſties pleaſure: And when His Majeſty ſhall think fit to determine the Diſpenſation hereby granted, He will by His Royal Pro­clamation give ſix moneths notice thereof, To the end no Merchant or other perſon herein concerned, may be ſurprized.

Editorial principles

EEBO-TCP is a partnership between the Universities of Michigan and Oxford and the publisher ProQuest to create accurately transcribed and encoded texts based on the image sets published by ProQuest via their Early English Books Online (EEBO) database (http://eebo.chadwyck.com). The general aim of EEBO-TCP is to encode one copy (usually the first edition) of every monographic English-language title published between 1473 and 1700 available in EEBO.

EEBO-TCP aimed to produce large quantities of textual data within the usual project restraints of time and funding, and therefore chose to create diplomatic transcriptions (as opposed to critical editions) with light-touch, mainly structural encoding based on the Text Encoding Initiative (http://www.tei-c.org).

The EEBO-TCP project was divided into two phases. The 25,363 texts created during Phase 1 of the project have been released into the public domain as of 1 January 2015. Anyone can now take and use these texts for their own purposes, but we respectfully request that due credit and attribution is given to their original source.

Users should be aware of the process of creating the TCP texts, and therefore of any assumptions that can be made about the data.

Text selection was based on the New Cambridge Bibliography of English Literature (NCBEL). If an author (or for an anonymous work, the title) appears in NCBEL, then their works are eligible for inclusion. Selection was intended to range over a wide variety of subject areas, to reflect the true nature of the print record of the period. In general, first editions of a works in English were prioritized, although there are a number of works in other languages, notably Latin and Welsh, included and sometimes a second or later edition of a work was chosen if there was a compelling reason to do so.

Image sets were sent to external keying companies for transcription and basic encoding. Quality assurance was then carried out by editorial teams in Oxford and Michigan. 5% (or 5 pages, whichever is the greater) of each text was proofread for accuracy and those which did not meet QA standards were returned to the keyers to be redone. After proofreading, the encoding was enhanced and/or corrected and characters marked as illegible were corrected where possible up to a limit of 100 instances per text. Any remaining illegibles were encoded as <gap>s. Understanding these processes should make clear that, while the overall quality of TCP data is very good, some errors will remain and some readable characters will be marked as illegible. Users should bear in mind that in all likelihood such instances will never have been looked at by a TCP editor.

The texts were encoded and linked to page images in accordance with level 4 of the TEI in Libraries guidelines.

Copies of the texts have been issued variously as SGML (TCP schema; ASCII text with mnemonic sdata character entities); displayable XML (TCP schema; characters represented either as UTF-8 Unicode or text strings within braces); or lossless XML (TEI P5, characters represented either as UTF-8 Unicode or TEI g elements).
